A Bus is not a Truck, however some of the same rules apply. But if registered as an RV, this avoids many of these regulations.

Sounds like 2 Strokes got a little reprieve. Not for long.

Pre '90 buses titled and registered in California are subject to these regulations. If registered as motorhome/housecar/RV, a bus conversion still has to register in the CARB database, pay the 30 annual fee for 2023 and 2024, then submit to smoke/accelerator testing ONCE per year, starting next year as the start has been delayed.
RV registered outside California can travel through the state without regard to the CTC regulations.

Practically speaking, you could wait until next year and then see what happens when you receive your registration renewal that might indicate a hold from CARB. CARB has stated it is asking DMV for vehicles that fall under the regulation. It's unknown their internal process for filtering the target vehicles, then notifying DMV which ones to place holds on for noncompliance.
Personally, I registered and paid the 2023 and 2024 fees, now just wait until next year. My bus passes the opacity test with flying colors so I good to go when this all hits.

I'm on the other side of the country so no real stake here, but it seems CA always gets a lot of doomsaying and very little actual doom. Quite frankly, an opacity test on these old engines seems only fair and wise; I wouldn't want to run my engine around if it was burning that poorly, and I certainly don't want to be breathing the exhaust of someone else who can't keep their rig in decent shape. In all likelihood it's going to be age and better technologies that eventually spell the end of the roadbound two-stroke, not legislation.

It is 2 cycle engine you are not going clean it up much,the have always been the most polluting diesel engine made , they burn more oil than a 4 stroke and you cannot stop that it comes out the tail pipe along with smoke.They are good dependable engines and were cheap to maintain
