1900 RPM at 70 MPH on a Series 60 seems high to me.  I run around 1550 to 1600 RPM at 65 MPH.  I have a B500 with 4:10 gearing.  My 6th gear is currently locked out so I run in 5th gear.

can that trans be changed to a double overdrive like the older ones?

Nothing stock about this set up. was thinking outside box: made mistake! now trying to correct it.  10 gear is 2nd overdrive  .75    10 spd eaton autoshift.  My housing will only except 4:30 highest gear since I have antilock brakes involved.  Latest info I have recieved as of tonight. The 3:21 gear was a possibility but was informed it would not fit housing.  Still searching.  Option is just turn engine tighter or look for a antilock housing complete with a 3:50 or higher gear.  Learning as I go here. My engine print out list hp and torque @ 2150 and have been told 2350 is not unheard of.  Would be happy at 1900rpm. about 70mph.   Learning is expensive....   Bob
