Question about air governor

Replacing like and noticed only 2 of the 3 thread blocks are in place. The last ones threads are very clean so maybe it backed itself out? Can anyone verify?

As I recall (it was two years ago that i did mine) that hole is supposed to be open.  It's an exhaust hole.  I could well be wrong, but there you go...
