I have the RTS 04 series parts manual and I have no idea where to look, if such a device was even used back then.

Mounted (threads) into radiator to engine coolant pipe; usually on back side of engine near fan area. It controls oil flow to torus fan. Has two oil lines (3/4 to 1 inch dia) attached to it; should have an air line connection on end of it  from a skinner valve. In my service manual, in the cooling section it it called a Fluid Fan Control Valve (vernatherm). May have also been used on the later New Looks.

As far as I know, RTS buses never used the hydraulic fan like the Fishbowl's did.  Mine is a direct drive fan, although I have seen some RTS with a themostatically controlled air fan (i.e. Horton).

That makes sense, since RTS was later than 4905's. I'll repost question to New Look owners. Thanks for your input.

The 4905 uses it, but doesn't use the extra air line fitting to command full fan. I figure if I can obtain the correct part number for this one, I'll have a much better chance to find one. You ask a bus parts supplier and if you don't have the part number, they look clueless.

Try checking with MCI, the late 1990 were built by TMC which is MCI.
