MCI tank panel rub rail removal

I have a small fuel leak behind the front tire area under the tank area fuel door. There is a small 3/8"s? rubber hose that comes out a hole and then back up into a second hole. It is dripping fuel and is wet. Only way I can get to it is to take off the fuel door whole panel but can not get behind the panel , so how do I get the rub rail off at the bottom. The rest is just rivets I can drill out?

 Ok well thanks for all the help. I got the answers I needed over on BGM yesterday from BK and Ed H who told me about......and put a bunch of pictures up also.......
